There used to be small spaces inside many working days.
A person finished one task before the next arrived. They walked to another room, prepared equipment, spoke to a colleague or waited for somebody to call back. After a difficult job, there might be a few minutes in which nothing urgent happened.
Those minutes can look unproductive on a spreadsheet.
But a working day does not have to become longer for work to become harder. More effort can simply be packed into each hour.
British employment surveys show that this happened across a long period. The share of employees strongly agreeing that their job required them to work very hard rose from 30% in 1992 to 46% in 2017. The proportion working at very high speed for most of the time rose from 23% to 45%.
That does not mean every job became more intense. It does not mean work in the 1980s was easy. Many jobs were dangerous, exhausting and badly paid.
The narrower finding is clear: more workers reported very hard work and very high speed inside the working day.
The quiet minutes were doing work
A spare minute is easy to mistake for waste because its value is often invisible until something goes wrong.
It can give someone time to notice a mistake, answer a colleague, reset after a difficult interaction or deal with a task that took longer than expected. In a public service, spare capacity can also help absorb an emergency or an unusually complex case.
None of that requires an argument for people doing nothing all day. It requires a distinction between genuine waste and capacity that makes a system resilient.
A workplace operating close to maximum use can look efficient when everything goes to plan. The problem appears when somebody is ill, equipment fails, demand rises suddenly or one case needs twice as long as expected.
Then the missing space has to come from somewhere.
It may come from a break, an extra shift, work carried into the evening, a colleague taking on more, or a task being delayed.
The quiet minutes were doing work.
Work intensity is not the same as working longer
This distinction matters because working-time statistics can miss it.
Two people can both work a seven-and-a-half-hour day. One may have gaps between tasks, some control over the order of work and time to recover after difficult moments. The other may move continuously from one timed demand to the next.
The hours are the same. The experience is not.
This is why an efficiency measure based only on output per worker can tell an incomplete story. If the same number of people produce more because a process genuinely became easier, that is one thing. If they produce more because every pause has been filled, the organisation has changed the intensity of work.
Those are not equivalent changes.
The health figures show why the question matters
The Health and Safety Executive estimated that 964,000 workers in Great Britain experienced work-related stress, depression or anxiety in 2024–25.
Work-related ill health and workplace injury accounted for an estimated 40.1 million lost working days. Of those, 22.1 million were attributed to stress, depression or anxiety.
Those national totals cannot be laid at the door of work intensification. Stress and sickness have many causes, and the HSE figures do not tell us how much came from faster work, tighter staffing or lost recovery time.
But they do establish something important: work-related strain is not outside the economic account. It consumes time, health and organisational capacity even when those costs do not appear beside the efficiency decision that preceded them.

Measure what happened to the work
Organisations should not judge an efficiency programme only by whether output rose or staffing costs fell.
They should also report what happened to:
- workload and work intensity;
- worker control over pace and task order;
- breaks and recovery time;
- overtime and additional hours;
- sickness absence and departures;
- errors, complaints and delayed work.
That would not prove that every worsening measure was caused by the efficiency change. Demand may have risen. Staff may have left for unrelated reasons. New technology may have created genuine gains in one area while creating pressure in another.
The point is to make the change visible enough to test.
If a new system saves ten minutes, ask where those ten minutes went.
If they became genuine breathing space, the worker received some of the benefit.
If they were immediately filled with another task, the organisation gained more capacity while the worker’s day became denser.
That is not automatically wrong. But it should be named honestly.
Work can become more intense without becoming longer, and spare capacity can have value even when a spreadsheet calls it idle time.
